A democratic constitution prevents minority opression strictly. And a constitutional court (Us equivalent is the US Supreme Court) reviews the laws that are made by majority. That court nullifies the laws if they are against minority rights. These are opposites, my friend. When the white majority can vote to suppress a black minority, that is democracy in action. We live in a republic with some democratic elements, not a pure democracy.
