Emergency rooms are different, they are not allowed to deny you service in case of an emergency even if you don't have $. 2. Requires all citizens to have health insurance (similar to current car insurance requirement). Uses no extra $ for health care. Gives assistance to very poor through programs we ALREADY HAVE. It was implemented w/o increasing the amount of $ Mass was spending on healthcare in their budget.
